He is the king of The Labyrinth, a vast kingdom within a realm known as The Underground.
He lives in a strange castle in the middle of the Goblin city which is then surrounded by the huge Labyrinth. Jareths castle features some very odd rooms filled with interlocking stairs which travel in all directions, not just from one floor to the next (a sort of maze of staircases).
According to the Return to Labyrinth Manga, Jareth has ruled the Labyrinth for 1,300 years. Though ruler of The Goblins, it's not very likely that Jareth actually is a goblin. He appears human but he has quite a few magical abilities and he does not age between the film Labyrinth and the Return to Labyrinth manga. It's likely Jareth is a type of faery, a Sidhe or Unseelie.
